The benefits of applying for the Vaping Duty Stamps Scheme
1. Legal ability to sell compliant vaping products
– From 1 April 2027, all vaping products outside duty suspension in the UK must carry an approved vaping duty stamp. Businesses approved under the scheme can legally obtain and apply these stamps.
2. Access to the UK vaping market
– Only HMRC-approved operators can purchase vaping duty stamps. Without approval, manufacturers and importers may effectively be blocked from selling products legally in the UK market after the rules fully take effect.
3. Protection against enforcement action
– The scheme helps businesses avoid penalties, seizure of goods, licence issues, or criminal enforcement linked to non-compliant vaping products. HMRC has introduced new civil and criminal sanctions tied to the scheme.
4. Improved legitimacy and retailer confidence
– Duty stamps are designed to show that products are legitimate and duty-paid. Retailers, wholesalers, and consumers can more easily identify compliant products, which may improve trust in your brand and reduce suspicion around counterfeit or illicit products.
5. Better supply-chain traceability
– The digital stamp system includes scanning and authentication features that support tracking products through the supply chain. This can help with:
– anti-counterfeiting
– stock control
– audit trails
– demonstrating compliance to trading partners and regulators
6. Potential competitive advantage
– As enforcement increases, approved businesses may gain an advantage over non-compliant sellers because retailers and distributors are likely to prefer products that clearly meet HMRC requirements.
7. Ability to operate under duty suspension arrangements
– Approved manufacturers and warehousekeepers can continue moving and storing products within approved excise systems before duty becomes payable, which can help with cash flow and logistics management.
8. Transitional flexibility before full implementation
– Businesses that apply early can use transitional stamps before the full digital regime starts, giving time to adapt operational systems and packaging processes ahead of October 2026 and April 2027 deadlines.
