
So after years and extensive discussions, a UK-EU agreement has been done.
With around about 2000 pages to sift through, here at SECC we wanted to bring you the main take away’s with regards to Customs, Imports & Exports.
So here is what you need to know about the UK-EU agreement:
1. No duty or quotas, in either GB-EU or EU-GB flows for qualifying goods. No need for a deferment account to pay duty (there isn’t any, at least not for goods of GB or EU origin!).
2. Excise duty is still payable though and you should consider your position if you are involved in the importation of wines, spirits, tobacco etc.
3. UK VAT is handled through the VAT return and is merely accounted for at importation – providing you are VAT registered. If not, VAT is payable on the import declaration.
4. Safety & Security (ENS) declarations are required for all EU imports (not required for GB imports until July 2021).
5. Rules of origin apply. Likely to be a soft touch (by both sides) initially but thereafter origin becomes important (and vital in deciding if goods qualify for duty free trade).
6. For SPS goods, export health (or phytosanitary) certificates are required from day one. Not needed for GB imports until April 2021 and not needed initially for trusted traders in GB-NI flows.
7. TRACES NT required for ALL movements of SPS goods to EU (including NI) even if/when an export health certificate is not required initially.
8. IPAFFS (for GB imports) not required until April 2021.
9. GB imports can be smooth, using simplifications and presenting the import declaration AFTER the border crossing. We have access to these simplifications.
10. All other declarations are required. EU exports, GB exports, EU imports and transit all start from day one.
11. Port systems, such as PBN, GVMS, SI Brexit, all go live (to some extent) from 31st December.
12. For hauliers; ECMT permits are NOT required and flows can be very similar to today although UK hauliers have stricter cabotage rules when operating in the EU.
